组织蜀人移山凿河，将时常泛滥的岷江一分为二、二分为四，不断分支，使天河之水分散流淌于广袤的成都平原。
都江堰建成后，成都平原变成千里沃野，成为秦国地大物博、经济富饶的战略大后方。"天府"美誉因此从关中平原让给了成都平原。
